Yes, and that is often the right scope. We start with the flow that costs you the most, prove the improvement there, and let the rest of the product earn its redesign.

As a constraint from the first sketch, not a checklist at the end. Contrast, focus order, keyboard paths and reduced motion are part of the design system itself.

Fixed scope per product area or flow, quoted in writing. A full product redesign is phased so you are never paying for everything before seeing anything.
